早於2014年英國財政大臣George Osborne已提出了『英國北部振興計劃(Northern Powerhouse) 』。提出的原因是英國北部地區整體經濟發展落後就倫敦地區,George Osborne希望以這一個計劃,以曼徹斯特(Manchester)、利物浦(Liverpool)、利茲(Leeds)和謝菲爾德(Sheffield)等一系列城市為核心,將英國北部打造成近3,000億英鎊,和倫敦相匹敵的「超級」經濟體。
